Governor Raúl Jalil led an institutional meeting that formally opened an intensive week of training in blockchain technology and digital governance. The meeting was attended by Juan Pablo Dusso, coordinator of the Unit for Strategic Affairs and State Reform; city councillor Gustavo Aguirre; Mariano Toledo, President of Catamarca Telecomunicaciones SAPEM; and the CBO of Polkadot Blockchain Academy, Marina Marchesotti, together with her technical team, Giselle Heleg and María Sdrigotti.
At the meeting, Polkadot Blockchain Academy presented the working agenda to be carried out from September 14 to 18 under the Catamarca On-Chain programme and Provincial Law No. 5923, aimed at strengthening the analytical and operational capacities of the public sector.
Strategic Training and Capacity Building
The initiative brings together more than 100 decision-makers from the provincial public administration (including the heads of the Ministries of Education, Production, Labour and Health, and authorities from the National University of Catamarca) to evaluate the responsible use of decentralised technologies. The proposal rests on the premise that state modernisation is not simply about adopting IT tools, but about institutional strengthening: certifying facts, managing data with traceability and building greater public trust.
Throughout the activities, participants are analysing concrete applications such as verifiable digital identity and evidentiary mechanisms in public procedures, alongside the regulatory, data protection, interoperability and ethical considerations required for safe adoption.
Technical Engagement and Weekly Schedule
The programme combines theoretical training with applied labs delivered alongside Polkadot Blockchain Academy, the global educational institution founded by Dr. Gavin Wood, contributing its evaluation criteria from the Web3 ecosystem.
Next week’s schedule is structured as follows:
- Monday 14 and Tuesday 15: Foundational sessions and strategic working groups on the challenges of public management.
- Wednesday 16: Hands-on labs on traceability, digital identity and process validation.
- Thursday 17: Panel discussions on governance, regulation, data protection and frameworks for responsible adoption.
- Friday 18: An open talk on blockchain, Polkadot and Web3 at the Technology Node, for government technical teams, academics, students and special guests.
